Answer
On 29 January 2026, I decided to halt further work on Reval 2026 in light of concerns being expressed across the business community and by Members from across the Assembly, including but not limited to the hospitality sector.
I met representatives of the hospitality sector on the day of my announcement and made clear that I was in listening mode. The sector indicated it wished to bring forward further evidence and is working on alternative proposals to the Reval 2026 methodology, which will be considered once submitted. The pause was intended to allow time for further evidence and representations to be brought forward, including from the hospitality sector, and to enable the Department to consider these alongside wider economic, legal and system impacts.
Since then, my focus has been on ensuring the statutory and financial processes necessary to issue 2026–27 rate bills and support the orderly transition into the new financial year. There is a clear understanding of the pressures businesses are under, and a strong commitment to supporting local businesses and the wider economy.
The Executive is also aware of legal proceedings initiated by ratepayers affected by Reval 2026. While it would be inappropriate to comment on those proceedings, their outcome is a relevant consideration.
I will consider next steps in a measured and structured way, guided by fairness, proportionality and confidence in the rating system.
