Answer
Councils are responsible for cleaning roads and footways, with the exception of Designated Roads. Article 7 of the Litter (Northern Ireland) Order 1994 (as amended by the Clean Neighbourhoods and Environment Act (Northern Ireland) 2011) places a duty on District Councils in relation to the cleaning of roads, including the removal of detritus, such as leaves, from the carriageway and footway.
My Department is responsible for keeping Designated Roads, such as the motorways, clear of litter and detritus.
